List of Non Material changes made by develoved power without Development Panel scrutiny

Record of Allerdale Borough Council Planning Department (from the planning application data available on the planning portal).

Number of Non-Material Applications = 142 (since on-line records began)

Number withdrawn or cancelled = 16

Number Approved   = 126

Number Rejected   = 0

Approval rate    = 100%

The reasons for such a high success rate are a matter of speculation: the simplest explanation is that the amendments are so simple and transparently “non-material” that no one could possibly dispute their status.  The full list of approve non-material amendments (below) does indeed have a significant number of applications which fall into that category.  It is however impossible to judge the rigour of the “non-material” test applied.

If the lack of challenge (to the non-material to material amendment boundary) is indeed the reason for the 100% approval rate then considering an amendment which is clearly more “material” than adding a drawing number or changing a boundary wall to a fence clearly requires a different set of skills from the Planning Department and they should decide, wisely, to leave that responsibility to the Development Panel.
